Add UV-based decal on top of existing material

Set up your decal image (must have transparency). Import the image and connect it to a Shader node (Principled BSDF if you need to edit it). Add a Mix Shader at the end, using the image's Alpha Channel as the factor. Ensure the decal Shader is plugged into the second shader slot and your main Material is plugged in the first one.
